Mateus Kowalski

PhD Researcher

He is Associate Professor at the Universidade Autónoma de Lisboa, in the International Relations and Law Departments, and researcher at OBSERVARE-Observatório de Relações Exteriores. He is also a visiting Associate Professor at the Universidade Nova de Lisboa Law School.

He is Director of the International Law Services of the Ministry of Foreign Affairs and has previously held posts in the Office of the Legal Advisor and Under-Secretary-General of the United Nations for Legal Affairs.

He has represented Portugal in different international forums, among others within the United Nations, the European Union, the Council of Europe, the International Criminal Court or NATO, as well as in the negotiations of various international, bilateral and multilateral agreements.

He is a member (elected in 2021) of the International Humanitarian Fact Finding Commission, constituted under the Geneva Conventions for the investigation of violations of International Humanitarian Law. He is an alternate judge of the OSCE Court of Conciliation and Arbitration and is a designated conciliator under the UN Convention on the Law of the Sea. He chairs the Maritime Working Group on Private Military and Security Companies within the Montreux Forum; and co-chairs the Legal Forum of the Contact Group on Illicit Maritime Activities in the Western Indian Ocean.

He has a PhD in International Politics and Conflict Resolution from the University of Coimbra, a Master’s degree in International Legal Sciences from the University of Lisbon and a Degree in Law from the Universidade de Coimbra.
