Professor at the International Relations Department – of which he was Director for a decade – of Middle East Technical Universtiy (METU) in Ankara, Turkey and President of the Turkish Foreign Policy Institute.
PhD in Political Science from the Rheinische Friedrich-Wilhelms University in Bonn in 1998.
Prof. Bağcı is a member of IISS in London and of the Centre for European Policy Studies (CEPS) in Brussels, Belgium, as well as Deputy Director of the Institute for Foreign Policy in Ankara. He is a guest researcher at the German Society for Foreign Affairs (DGAP) in Bonn, is also a principal researcher at the Center for European Integration Studies (ZEI) in Bonn and the Landesverteidigungsakademie und Militarwissenshaftliches Büro des Bundesministeriums für Landesverteidigung in Vienna.
Author of several books and a large number of articles on Turkish Foreign Policy and Turkish-German relations, Prof. Bağcı was a guest lecturer at the University of Bonn (Professor Anna Maria Schimmel ) in 2007, the University of Rome “La Sapienza” in 2007 (Italy), the University of Ljubljana in 2008 (Poland), Humboldt University, Berlin in 2010-2011 (Germany) and the Autonomous University of Lisbon since 2013 (Portugal).
Prof. Bağcı is a regular commentator on Turkish television and radio and widely quoted in the international press.
