The decision to publish a new edition of Professor Luís Moita’s PhD thesis in the OBSERVARE Collection made sense from the outset and the reasons are simple: it is a scientific document produced as part of a PhD; its author was one of the most important professors in the consolidation of the Autonomous University of Lisbon and the OBSERVARE – Observatory of Foreign Relations, which he created; it was on this professor’s initiative that recognised academic publications were created, namely the JANUS Yearbook, JANUS. NET, e-journal of international relations and the OBSERVARE Collection.
