In 2017, OBSERVARE, carried out a study on a Portuguese diplomatic structure, including aspects related to procedures, and very clearly what caused this non-integration as a foreign policy of Portugal, a diplomatic career or an organic structure of the Ministry of Foreign Affairs (MNE).

The work that is now published reflects all this investigation.
