At this conference, Ambassador Joaquim Ferreira Marques discusses the change in diplomacy after the Cold War and its adaptation to globalization. Many of the diplomat’s traditional functions have become rare and superfluous. Nevertheless, diplomats continue to be channels of permanent contact with foreign states and key elements for the advancement of their country’s external interests in a globalized and multi-faceted world.
