CRISIS, TENSIONS, INSECURITY AND MORE FRACTURES: WHAT HAPPENED TO THE SOUTH AMERICAN DEFENCE COUNCIL?

Holder of a first Degree in Political Science and Law from Universidad Internacional del Ecuador. Academic Director of the Legislative School of the National Assembly (Ecuador). Previously, he served as coordinator of the IAEN Security, Peace and Defence area, where he was also dean of the School of Strategic Studies and Security, and of the School of International Policy and Security.

Resumo

The stalemate and crisis UNASUR finds itself have generated a great diversity of interpretations about their causes and consequences. In this context, the situation of the South American Defence Council (CDS) deserves particular attention, due to its relevance in the construction of greater autonomy for South America vis-a-vis global hegemonic processes and players. This article aims to open some lines of reflection on the causes of the weak impact and stagnation of the aforementioned Council.

El impase y crisis en los que se encuentra UNASUR han generado una gran diversidad de lecturas acerca de sus causas y consecuencias. En dicho contexto, la situación del Consejo de Defensa Sudamericano merece una particular atención, por su relevancia en la construcción de mayores márgenes de autonomía de América del Sur frente a los procesos y actores hegemónicos globales. El presente artículo se propone abrir algunas líneas de reflexión sobre las causas del débil impacto y el estancamiento del mencionado Consejo.
