Resumo

This work is framed within the context of the researches and papers on the changes arising from the convergence of globalization and the ICTs that enable globalization. It resumes the theoretical approaches of Manuel Martín Serrano to study some of the transformations in the mediating function of the public communication linked to the technology advancements introduced in the Communication System. It tackles the technical developments that enable the access to more information – in many cases immediately, which does not necessarily imply that users have a better undersanding of what is happening in the world. The current use of ICTs may lead to a reproduction of stereotypes within affinity groups – making each group more closed rather than opening them to different groups with whom they may discuss or share interpretations of the change in the environment.

Este trabajo se inscribe en el contexto de las investigaciones y ensayos que se ocupan de los cambios producidos por la convergencia de la globalización y las TIC que la posibilitan. Retoma los planteamientos teóricos de Manuel Martín Serrano para examinar algunas de las transformaciones en la función mediadora de la comunicación pública asociadas a los avances tecnológicos que se introducen en el Sistema de Comunicación. Se trata de desarrollos técnicos que posibilitan el acceso a más informaciones, en muchos casos de forma inmediata, pero no por ello facilitan necesariamente que el usuario tenga un mejor conocimiento de lo que ocurre en el mundo. El uso actual de las TIC puede conducir a una reproducción de los estereotipos en el seno de los grupos de afines; a un cerramiento de cada grupo, más que a una apertura a grupos diferentes con los que dialogar y compartir las interpretaciones del cambio del entorno.
