O desafio da diplomacia económica é um dos mais significativos e prementes para o
futuro do país e exige uma significativa mobilização da sociedade portuguesa bem como
a reforma do Estado, que continua a ter um papel central embora não exclusivo neste
processo, em especial na forma como se relaciona com a sociedade e, sobretudo, um
aumento do nível de capital social que permita consolidar níveis de confiança e
capacidade de cooperar para atingir objectivos comuns entre os diferentes atores
relevantes.
