The Observatory of Foreign Relations was created in 1996 as a center for studies in International Relations at the Autonomous University of Lisbon. Since then, it has conducted several research projects in this scientific area, among which the publication of a JANUS yearbook- initially co-edited with PUBLIC newspaper and later taken over by EDIUAL, publisher of the Autonomous University, should be highlighted.

In 2010 it was restructured and adopted the international abbreviation of OBSERVARE. Its statutes define it as a university research unit and as an organic unit of CEU - Cooperative University Education / UAL - Autonomous University of Lisbon, endowed with its own management and scientific bodies.

OBSERVARE includes a significant number of researchers and undertakes research in the area of International Relations, based upon its strategic research lines. The center conducts academic and scientific initiatives - conferences, round tables with experts - and some results of its studies are available in a collection of books.

In addition to the aforementioned JANUS yearbook and since autumn 2010, OBSERVARE also publishes an open and free access, peer reviewed online journal called JANUS.NET, e-journal of International Relations, which is indexed in prestigious international networks of scientific publications.

OBSERVARE is funded by the Foundation for Science and Technology since 2015, after a successful evaluation process.

The work of OBSERVARE is closely articulated with the courses of the Department of International Relations of the Autonomous University of Lisbon, specifically: a degree in ‘International Relations’, a Masters in ‘Peace and War Studies and International Relations’, and a PhD in ‘International Relations: Geopolitics and Geoeconomics’.

The OBSERVARE maintains close working relationships with Portuguese and foreign universities and other institutions that share common interests, participating and promoting transnational research programs.
