Luis Tomé

 

Associate Professor at University Autónoma of Lisbon (UAL)-Department of International Relations, since 1995, where he coordinates the PhD/Doctorate in International Relations: Geopolitics and Geoeconomics and other postgraduate courses. Prof. Luis Tomé has also been Visiting Professor at the National Defense Institute (IDN) and the High Institute for Police Sciences and Internal Security (ISCPSI), as well abroad at the East Timor National Defense Institute and the Middle East Technical University (METU) in Ankara-Turkey.

 

Scientific Coordinator of OBSERVARE- Observatory of Foreign Affairs (http://observare.ual.pt), a UAL’s research unit where he also coordinates the research group War, Peace and Security Studies. Deputy Director of the scientific Janus.net, e-journal of international relations (http://observare.ual.pt/janus.net/en/) and of the Yearbook Janus, as well coordinator or expert member of several international research projects and publications.

 

Member of several scientific Associations, the Editorial Board and/or Referee of several scientific journals, as well of the Scientific Commission or the Organizing Committee of several Conferences abroad.

 

From November 2015 to October 2017, Prof. Luis Tomé was Special Adviser for International Relations and Fighting Terrorism in the Office of the Minister of Home Affairs.

 

He was NATO-EAPC Research Fellowship (“Russia and NATO’s Enlargement, 2000) and Advisor to the Vice-President of the European Parliament between 1999 and 2004.

 

He earned a “summa cum laude” Doctorate/PhD in International Relations from the University of Coimbra, having the honor of a PhD Fellowship from the Portuguese Agency for Scientific Research (FCT) – 1st place in the Political Science scientific area contest 2006. He also holds a Master in Strategy by ISCSP-Technical University of Lisbon, and a Graduation in International Relations by University Autónoma of Lisbon.

 

Prof. Luis Tomé main areas of research work and expertise are geopolitics and international security - particularly in Euro-Atlantic, Asia-Pacific and Post-Soviet Space regions. He is author and co-author of a dozen books and numerous articles and essays published.

 

A regular speaker at high-level conferences and workshops in the country and abroad, he is also a regular commentator on security and international politics at the media.

Hermínio Matos

 

Assistant Professor at the Higher Institute of Police Sciences and Internal Security (ISCPSI) and Visiting Professor at the Higher Institute of Social and Political Sciences – Lisbon University (Postgraduate Studies in “Intelligence and Security”). Member of both Scientific and pedagogic Council of ISCPSI.

Paula Pereira 

 

PhD candidate in International Relations – Geopolitics, Geo-economics at the Universidade Autónoma de Lisboa.

Advisor at the Office of the Prime Minister of the XIX and XX Constitutional Government (2011-2015), she also served as Faculty Advisor at the National Defense Institute, Ministry of National Defense (2001-2011) for issues as radicalization, terrorism, Mediterranean Security, European Union Defense Policy.

She taught International Negotiation Techniques at the Higher Institute of Information Sciences and Administration (2006 - 2012). She was also a consultant for the Parliamentary Defense Commission, Portuguese Parliament (2001-2002) and researcher at the Institute for Strategic and International Studies (I.E.E.I.) (1997 - 2001).

Degree in International Relations and MSc in Strategy and Defense Policy from the École des Hautes Études Internationales, Paris.

Maria Helena Curto

 

Education and professional experience: PhD in Economics, MBA in International Management Lecturer at Universidade Autónoma de Lisboa since 1992 in the fields of Management and Economics.

Since 2013, integrated researcher at OBSERVARE, research center at Universidade Autónoma de Lisboa.

2009-2012, associate researcher at Strategy and Corporate Finance Research Center, Universidade Autónoma de Lisboa, having published several papers in national and international journals.

1989-2009, held leadership positions in public service in terms of regulation and assessment of legislation related with public organization and local management in Portugal; participated in partnership agreements with governmental departments from Portuguese-speaking countries in need of expertise on public service organization and management.

Since 1989, participated in teams devoted to investment programs, economic, social and environmental development, which included members from Central Administration, from Local Administration, state companies and other local and regional actors, focusing in particular the establishment of sectorial development plans, namely in transport, water and electricity supply.
