Artur Victoria

 

Artur Victoria was born in Porto, Portugal in March 1952. After taking its first degree in Law at the University of Lisbon became a Bar Lawyer (1976). Was the adviser of the Portuguese Northern Landlords Association. With the experience he took there wrote five books about real state and renting properties (edited by Porto Editora).

 

Artur Victoria was one of the founders of the Fundação Luso Internacional in 1986, becoming its president till 2000 keeping now the title of honorary president. With its orientation and pedagogical acknowledgement he founded the Oporto International School, a private school actually with 700 pupils and delegations in Braga and Marinha Grande.

 

Invited by the national Bar Association he became in 1985 and till 1990 teacher of trainees during evaluation in the Bar Association. He took the European course of Professional Formation for Teachers and Trainers. In 1990 Artur Victoria became an elected Counselor of the Bar Association.

 

In this year he also finished the National Defense course, graduated by Instituto de Defesa Nacional – Lisbon.

 

Artur Victoria, being a practitioner of law he hold a Law company till 1999. Among its client were: Associação Empresarial do Norte, SOPORCEL, ECOP and others relevant companies.

 

Was elected president of Instituto para a Cultura e Ciência Jurídica Luso – Brasileira in 1992, helding this position actualy.

 

In 1996 was invited to represent in Portugal the ONG International Transparency, which he was the national Portuguese representative till 1998.

 

From 1998 till 2004 he worked for the ONG TIRI – Integrity, being the coordinator for the Portuguese speaking countries.

 

Also during these years was president of the Portuguese Culture Federation, coordinated and directed a books collection about citizenship.

 

In 2004 was nominated by the direction of the ADESG - Associação de Diplomados da Escola Superior de Guerra – Brazil, its representative for Europe, position that holds.

 

Artur Victoria is also the representative for Portugal of the Federation of Chambers of Commerce and Industry of South America.

 

Artur Victoria is actually engaged in several projects in the areas of citizenship and relations between governments and civil society in Portuguese speaking countries.

 

Artur Victoria has more than 500 articles in English and Portuguese published on the net.

 

Artur Victoria, since 1994 has been invited for lectures by several universities, associations and public entities.

 

 

 

 

PEDRO GABRIEL DE SEIXAS DIAS DA SILVA BARATA

 

Born in April, 16th 1969. Portuguese Navy Lieutenant-Commander. Bachelor degree in Naval Military Sciences from the Portuguese Naval Academy, Postgraduate in Peace and War Studies in the New International Relations with the thesis “The South Caucasus and the new relations NATO, EU, USA and Russia“ (UAL - 2010) and Master of Science in Peace and War Studies in the New International Relations with the thesis “The South Caucasus: regional security dynamics” (UAL - 2014).

 

Since 1989, the year he joined the Portuguese Naval Academy, he was assigned to several duties on board numerous ships: navigation and communications officer of patrol boat “N.R.P. Zambeze”, executive officer of patroal boat “N.R.P. Zaire”, assistant of the navigation officer of the hydrographic vessel “N.R.P. Almirante Gago Coutinho”, surface and air operations officer of tanker “N.R.P. Bérrio”. He was also assigned as Commanding Officer of patrol boat “N.R.P.Rio Minho” (1997-1999) and Commanding Officer of the hydrographic survey vessel “N.R.P. Auriga (2005-2006).

After a brief commission in the warfare area, he took GHF/IHO A Class hydrography specialization course at the Hydrography and Oceanography School at the Portuguese Hydrographic Institute. On conclusion of the course he was assigned as deputy of Oceanographic Division at the Portuguese Hydrographic Institute - environmental monitoring and oceanographic engineering department - as responsible for the operational component of several projects.

 

Late October 2006 he joined the Military Studies Institute in order to attend General Warfare Course, and on completion he was assigned to Flotilha – Deputy Naval Command Logistic Department, as head of personnel duties of the fleet. During this commission he was also assigned as Logistic and Personnel Staff Officer of the Portuguese Naval Task Group (POTG), and between February and June 2008 he was deployed to Lebanon as Logistic and Personnel Staff Officer of the international staff of Maritime task Force UNIFIL – United Nations Interim for Lebanon. During his assignment at the Flotilha he was the navy representative on the Joint CIMIC Portuguese Coy as operations planning officer /2007-2009)

Between October 2009 and July 2010 he attended the Joint Warfare Course at the Military Studies Institute, and on completion he was assigned as Head and auditor of the Navy Human Resources Management System. Between April and August 2011 he was assigned as Public Affairs Staff Officer of the European Union Naval Force EUNAVFOR - Operation ATALANTA in Somalia during the period in which Portugal assumed the command of the operation.

 

Since December the 5th 2013 he is the Commanding Officer of the hydrographic vessel NRP D. Carlos I.

 

He is author of the following papers on security and defence: “Ukraine, EU and Russia: softpower versus Realpolitik” (Janusnet 2014), “A Geórgia e a UE: a assinatura do Acordo de Associação como instrumento de estabilidade?” (Janus 2014), and “Pirataria no Oceano Indico: velha ameaça, novas tendências e perspetivas futuras” (Revista Segurança e Defesa nº20 Fev-Abr2012).

PATRÍCIA GALVÃO TELES

 

Currently Patrícia Galvão Teles is Member of the United Nations International Law Commission (ILC), Professor of International Law at the Autonomous University of Lisbon and Senior Legal Consultant on International Law at the Legal Department of the Portuguese Ministry of Foreign Affairs. She is also a Member of the Permanent Court of Arbitration (PCA).

Professor Galvão Teles holds a PhD in International Law from the Graduate Institute of International Studies in Geneva (2002) and a Masters from the same Institute (1995), having graduated in Law at the Faculty of Law of the University of Lisbon (1993).

Since 2002, she has been a Professor of International Law at the Law and International Relations Departments of the Autonomous University of Lisbon, responsible for several undergraduate and graduate courses on International Law, Human Rights and Humanitarian Law and EU Law. At the Autonomous University of Lisbon, she is also a researcher at the Research Center on External Relations Observare and member of its Scientific Council. She is a member of the Editorial Board and referee of Janus.Net, e-journal of International Relations.

She has taught in several other Portuguese Universities, Military Institutes, the Diplomatic Academy and lectures frequently in Portugal and abroad. In 2013, Professor Galvão Teles was Director of Studies of the Public International Law Session of the Hague Academy of International Law and member of the Jury awarding the Diploma.

Between 2008 and 2015, she was Legal Adviser of the Permanent Representation of Portugal to the European Union in Brussels, where she was responsible for overseeing the implementation of the Treaty of Lisbon and other institutional and legal matters, including in relation to the European Court of Justice and the accession of the European Union to the European Convention on Human Rights; and, among others, regarding the external relations of the European Union; Law of the Sea; relations between the EU and the United Nations; Rule of Law; Fundamental and Human Rights.

From 2001 to 2008, she was Legal Consultant on International Law at the Legal Department of the Portuguese Ministry of Foreign Affairs. She has been a member of the Portuguese Delegation to the Sixth Committee of the United Nations General Assembly; to the Assembly of States Parties of the International Criminal Court; to the Council of Europe Working Group on International Law (CAHDI); and to the Council of the European Union Working Groups on International Law (COJUR) and on the International Criminal Court (COJUR ICC), having chaired this last group during the Portuguese Presidency of the European Union in the second semester of 2007. She also integrated the Portuguese Delegation to the United Nations Commission on Human Rights, between 1999 and 2002, and participated as observer in the United Nations led Popular Consultation in East Timor in 1999.

In 2004, Professor Galvão Teles was a member of the Portuguese Delegation in the “Case concerning the Legality of the Use of Force” before the International Court of Justice, and in 1995 she assisted the Portuguese Delegation during the oral hearings in the “Case concerning East Timor” also before the International Court of Justice.

She has consulted for Portuguese Law Firms and International Organizations, such as UNICEF and the European Union, and was Legal Adviser to the Secretary of State for National Defense between 1995 and 1997.

She is currently member of the Portuguese Society of International Law (SPDI), the International Law Association (ILA), the American Society of International Law (ASIL), associate member of IHLADI (Instituto Hispano-Luso Americano de Derecho Internacional) and member of the Committee for the Jean-Pictet Competition (Training and Simulations in International Humanitarian Law).

Professor Galvão Teles has published in the field of Public International Law, namely regarding the work of the ILC, use of force, self-determination, sovereignty, interaction between treaty and customary law, international environmental law, state responsibility, obligations erga omnes, humanitarian intervention, human rights, United Nations, International Criminal Court, International Court of Justice, globalization and on the relationship between International and EU Law with regard to sanctions/restrictive measures. She was co-author of the translation into Portuguese of Ian Brownlie’s Principles of Public International Law.

Miguel Santos Neves

 

He has a PhD from the London School of Economics and Political Science and an MPhil (Economics and Development Strategies) from the Institute of Development Studies, University of Sussex. He obtained his bachelor degree (in Legal and Economic issues) at the Law Faculty of the University of Lisbon. He is a researcher at RATIO LEGIS - Centre for Research and Development in Legal Sciences of Universidade Autónoma de Lisboa - and an associate researcher at OBSERVARE. He lectures at Universidade Autónoma de Lisboa. His main areas of research focus on International Migrations, Human Rights and Humanitarian Law, Globalization, Economic Dynamics, International Policies and Paradiplomacy, and Regions of Knowledge.

 

He is a member of several international research networks, including UE-ISIS/ASEAN+3, ECAN and MedAsia CNRS.
